ORC welcomed freshers to Schools
Our Responsibility to Children (ORC), an initiative pioneered by the Kozhikode police, welcomed students to the new academic year at a programme organised at the Government Model Higher Secondary School on 1st June 2011. Gazal singer Shahbaz Aman inaugurated the programme and distributed ‘Student Do Cards' on the occasion. The ‘Student Do Cards' is a novel programme of the ORC implemented in all the 10 schools that come under the project. City Police Chief Anup Kuruvilla John IPS presided over the function. KOZHIKODE CITY SHADOW POLICE ARRESTED TWO PERSONS FOR SUPPLYING DRUG CAPSULES TO YOUTH
Kozhikode City Shadow Police on Sunday (29-08-10) held two from a group supplying drug capsules to youth and also seized drugs brought from Mysore for distribution. Police arrested Mubashir, 24, from MPG Cottage near Kozhikode civil station and Abdul Salam, 24 from Velliumadukunnu. Both are drug addicts and seized Nitrazepam and Spasmoproxiyon from them . A team led by Assistant Commissioner of Police, Control Room Sri. Jayson Abraham, arrested them.
New Building for City Police Office

Town Police station gets ISO certification
The town police station has achieved a distinction by becoming the first police station in the State to get ISO-9001: 2008 certification. The certification has been given on the basis of the performance of the station, including its beautification, maintenance of records and public interface. Hon’ble Home Minister Sri. Kodiyeri Balakrishnan handed over the certificate to the Director General of Police here on Sunday.
ORC & CALL CENTRE INAUGURATED
On 23-01-2011, Sri. Kodiyeri Balakrishnan, Hon’ble Minister for Home and Tourism launched ‘Our Responsibility to Children’ (ORC) scheme, pioneered by the Kozhikode city police. The function was presided over by Sri. Elamaram Kareem, Hon’ble Minister for Industries. During the function at Town Hall, the Home Minister stated that this scheme to adopt pro-active measures for preventing juvenile crime, will be extended to Kochi and Thiruvananthapuram during the current financial year. The Home Minister also pointed out that youngsters in conflict with the law would always be a target of anti-social and extremist outfits. Worshipful Mayor Smt. A.K. Premajam launched a new call centre facility of the Kozhikode city police at the function. The service of the centre, which has been set up with the assistance of Bharti Airtel, will be available through a helpline, the number of which is 8129 000 000. The function also marked the launch of a new website and log for the ORC project. Sri. M.K. Raghavan, MP, inaugurated the website (www.orcindia.org ) while Smt. K. Jameela, president, District Panchayat, released the new logo of ORC. Sri. A. Pradeep Kumar, MLA, released the official brochure of the project by handing over its first copy to Sri. M.V. Sreyamskumar, MLA. In the function, the City Shadow police team honoured by Home Minister. Team leader Sri. Jaison K Abraham, Asst. Opium seized by City Shadows
Kozhikode City shadow police, headed by Jaison K Abraham, Assistant Commissioner of Police, seized 1.855 kilogram of opium from the possession of one V.V. Kamal, 67 yrs, a native of Kannur while he was waiting for a client to exchange the drug. Mr. Kamal was charged under Section 18(b) of the Narcotic Drugs and Psychotropic Substances Act.
INTER-STATE GANG OF ROBBERS ARRESTED
Ranjith @ ‘Kaka' Ranjith, 27, hailing from Pokunnu ; K. Ramesh , 31, of Chevayur; and K. Bijumon, 27, of Koratty, near the Lions Park in the city who are the members of an inter-State gang involved in multiple robberies and numerous theft cases in various districts of the State and cities, a majority of them in Kozhikode, Madurai, Bangalore, Mangalore and Coimbatore, for the past nine years are arrested by our special crime intelligence squad police on 10-07-2010 lead by Chevayur Circle Inspector P.K. Raju.
STUDENTS ARRESTED FOR THEFT OF TWO-WHEELERS, COMPUTERS
The Medical College police have been arrested Twenty-four students, including 19 juveniles, for allegedly stealing motorbikes, computers and automobile spare-parts from various parts of the city. The police took the culprits in to custody in different operations carried out in the past few days. Police recovered 15 bikes and seven personal computers stolen by the juvenile group from different locations. Besides, spare parts worth Rs.1 lakh was also recovered by the police. The teenagers used to steal new motorbikes with prices ranging Rs.40,000 to Rs.50,000 and put them up for sale at cheap rates ranging from 3,000 to 5,000 to their friends. Many of the juveniles belonged to low-income groups and broken families, but the buyers were from middle-class families. The culprits were utilizing the money received through theft for enjoining costly food, dress and mobile phones. Police will carry out further investigation and are expecting to recover more material evidences. The investigation was carried out by a team comprising of Circle Inspector T P Sreejith, SI Sunil Pulikkal, and cops Prasad, manojkumar and abhilash, Raveendran.
Chief Minister to Launch Student Police Cadet Project
An official project of the State government, The Student Police Cadet (SPC) project, being launched by Chief Minister V.S. Achuthanandan on today (02-08-2010). Sri. Kodiyeri Balakrishnan , Honble minister for Home, Vigilance and Tourism will be presided over the function , shri. MA Baby Honble Minister for Education and Culture will release the Logo of SPC and ‘Saraninte Veerasahasika Kathakal’ (a pictorial story of SPC Saran). Shri. Elamarma Kareem Hon’ble Minister for industries will inaugurate the official website of SPC .
Over 100 government and aided schools and 300 unaided and private schools in the State will be part of the project in the first phase. At present, the SPC is being implemented in 21 schools in the police limits of Alappuzha, Ernakulam Rural and Kozhikode city. More government and aided schools in the State will be inducted into the project. Unaided schools, including those following the CBSE and ICSE stream will have to incur the expenses for executing the project in their respective educational institutions. The objective of the SPC is to inculcate the students with the spirit of integration and secularism and make them law-abiding citizens in the future. The project would equip the cadets to fight evils in society such as terrorism, separatism, communalism, casteism and substance abuse as well as combat the rising tide of juvenile crimes. The project has been well-structured right from the institution-level to the State-level and programmes drawn up throughout the year. Advisory committees at the schools, district and State will monitor the project implementation. The Director-General of Police will be chairman and Education Secretary the convener of the State-level advisory committee.
Functioning
A Community Police Officer (CPO) and a teacher selected from the school will be entrusted with the task of training the cadets. There will also be an additional CPO. Both of them would be imparted training by the Superintendent of Police and conferred the post of ‘Honorary' Sub-Inspector. A Circle Inspector will be made the liaison officer to oversee the SPC units' functioning. The SPC will have two wings at the high school (junior) and higher secondary (senior) levels.
Their selection will be based on the overall performance in schools. The students should secure at least 50 per cent marks in examination, should be physically fit and obtain a certificate of good conduct from the class teacher and permission from their parents.
Uniform
The uniform of the cadets will be khaki shirt, khaki pants, khaki socks, black shoes, black belt and blue barrack cap. They will wear white T-shirt, black pants and canvas shoes during training. The training for cadets has been divided into three parts — physical training, study classes and hands-on sessions in field. There will be camps for senior cadets during Onam and Christmas vacations and seven-day residential camp for junior cadets at police battalions, police training college and police academy.
Kozhikode City Shadow Police seized 1 Kg Brown Sugar
Kozhikode City Police shadow team on Saturday 18th December 2010 arrested six persons from vellayil on the charge of possessing narcotic drugs. One kg of Brown sugar worth over ` one crore in the market seized from the gang.

Kozhikode City Police have set up a 24-hour Police Call Centre attached to the control room to answer queries from citizens. This service will be available in the following phone numbersPolice Call Centre No: 8129 000 000, 100, 1090, 1091The initiative, the first of its kind in the State, is started to from August 15. The crime stopper and women police cells will be integrated into the call centre.Twelve dedicated lines are handling calls from the public. Call centre providing information whether a police officer was available at the office or deputed for other duties. It would give details of the documents a person should attach with the application form for passport verification, Arms License, Explosive License, Mike permission etc. It provides tips on security for those going on vacation and to pass secret information to police.
OUR RESPONSIBILITY TO CHILDREN (ORC)
City police have worked out a plan to arrest the rising trend of minors getting into conflict with law. The school-based project, ‘Our responsibility to children' (ORC), to be implemented in association with several agencies, will have a series of proactive measures.The project will develop a strategy for prevention and early intervention. A team of experts will offer counselling services and conduct sensitisation programmes for young people. Voluntary agencies will work with the Juvenile Police Wing and Student.In addition to this alarmingly high number of recorded offences by young people, there are indications that teenagers including girls on various campuses in the city are involved in socially deviant activities including illicit use of drugs. Youngsters in conflict with the law are potential targets for recruitment by anti-social and terrorist outfits. Teenagers had been getting involved in offences like theft, robbery, destruction of public property, alcohol and drug use and violence. Nearly 32 minors, directly involved in 17 cases of stealing vehicles, had been arrested in the recent past. Shri. P Vijayan IPS, Commissioner of Police, Kozhikode City and Shri. K. Suresh Kumar, Director, Institute of Palliative Medicine, Medical College , Kozhikode will oversee the execution of the project. A team of professionals will carry out a detailed assessment of juveniles to address their emotional, psychological, social and educational needs. Counselling services, mentorship projects, educational support and job-oriented training would ensure responsible behaviour of the student and the emotional and social rehabilitation package will include programmes for parents also. The youngsters would be involved in creative and social support programmes including sports, cultural activities, volunteering with social service organisations etc. Local and institution-based groups would monitor young people. The police will seek the help of social service organisations and individuals to build a broad societal consensus to create an environment of corrective rather than punitive approach. The Institute of Mental Health and Neurosciences, Indian Medical Association, Rotary Club, Department of Sociology at Devagiri St. Joseph's College and Farook College; Parent Teacher Associations, residents' associations and the Calicut Press Club would associate with the project.
THE 64TH INDEPENDENCE DAY CELEBRATED IN KOZHIKODE.
The Hon’ble Minister for Home & Vigilance and Tourism Shri. Kodiyeri Balakrishanan hoisted the national flag and received the salute in the Independence Day parade. Delivering the Independence Day message, the Minister said that Collective efforts are needed to fight the security threats posed by extremist elements to the country. Kerala was not immune from such elements, which could spoil the State's communal harmony. “The government is vigilant against the operations of suspicious elements,” the Minister said and added that citizens should isolate those who conspire with evil forces and endanger peaceful ambiance.

Sixteen police officials, who won the Chief Minister's police medal for service excellence, were conferred the honour at the function. The minister gave away the medals in the presence of Additional Director General of police, North Zone ,Kerala Sri. Mahesh Kumar Singla IPS, District Collector Sri. P.B. Parade
Twenty-eight platoons participated in the parade held at Vikram Maidan. Armed Reserve Inspector T.P. Unnikrishnan commanded the parade. Contingents of Student Police Cadets, Excise, Forest, Armed reserve, NCC, Junior Red Cross, Scouts and Guides and some schools took part in the parade. The platoon led by P. Lohithakshan of the Armed Reserve (city) bagged the prize for the best parade.
Cultural programmes of students were staged and members of the National Disaster Response Force (NDRF) conducted a demonstration of their lifesaving accessories for the public.
INDEPENDENCE DAY CELEBRATIONS 2010
The celebration of 64th Independence day will be held in Kozhikode at Vikram Maidan on 15-08-2010. The Hon’ble Minister for Home & Vigilance and Tourism Shri. Kodiyeri Balakrishanan will hoist the national flag at 8.30 AM and will take salute. After that the minister will also give Independence Day message.
Parade will be commanded by Sri. Unnikrishnan, Reserve Inspector, Armed Reserve, Kozhikode City. Contingents of Police, Excise, Forest, NCC, Scouts & Guides, Red Cross, Bharathiya Vidhya Bhavans, Kendriya Vidhyalaya I & II, St. Joseph Boys, St. Michel’s HSS, Hill Top Public School will take part in the parade. Besides, the newly formed Student Police Cadets will also perform their maiden entry.

STUDENT POLICE CADET PROJECT LAUNCHED
Chief Minister Sri.V.S. Achuthanandan on Monday (02-08-2010) launched the Student Police Cadet (SPC) project at a function at the Tagore Centenary Hall.
It is being jointly implemented by the Police and Education Departments in high schools and higher secondary schools in the State.
Chief Minister said cadets would absorb civic sense, a feeling of equality, secular outlook, curiosity, leadership qualities and spirit of adventure through the proposed training. The SPC would have the discipline level of the National Cadet Corps. They could help to prevent drug abuse and anti-social activities, he said.
The Chief Minister handed over the SPC flag to Director-General of Police Sri. Jacob Punnoose IPS at the function.
Delivering the presidential address, Home Minister Sri. Kodiyeri Balakrishnan said the project would be implemented in 100 government and aided schools in the first phase.
Stating that the SPC would be an organisation with a permanent structure, minister said the project would create a new generation of law-abiding citizens. The idea came from the success of engaging a group of select students in managing crowds during the last State School Yuvajanothsavam conducted at Kozhikode City, minister said.
The Home Minister also inaugurated the SPC website and released an SPC newsletter by handing a copy to Mohammed Fiaz, a cadet. The web site is available on link

Minister for Education Sri. M.A. Baby said cadets would be given training in swimming. The Minister released the SPC logo and SPC Saran, a book on the adventures of an SPC volunteer, by handing over a copy to Vijeetha, student of B.E.M. High School. Artist Nandan Pillai had penned the story and illustrated it.
In his introductory address, Additional Chief Secretary (Home) K. Jayakumar said the inauguration of the project was a proud moment for the State government. It would benefit the society, he said.

STATE LEVEL LAUNCHING OF STUDENT POLICE CADET PROJECT- VILAMBARA JATHA
A Vilambara Jatha in connection with the State level launching of student Police cadet project in participation of student police cadets from 12 selected schools, Art forms, floats, NCC, Scout and Guides, Junior Red Cross and NSS from the schools of the city, plots from forest, fire and Rescue services, Excises departments will be conducted on 31st July 2010 from 1500 hrs to 1700 hrs.

Highway ‘jagratha samitis' would be constituted at accident-prone areas in the city to provide first aid to victims of accidents. The members of the samiti would be given training in providing first aid. First aid kits would be installed at accident-prone areas, for which the government would allocate funds.
SERVICES OF RETIRED PERSONNEL
Plans are afoot to utilise the services of retired police personnel in detecting crime and improving the surveillance network.
Kozhikode City police is working out a formula to improve security of commercial establishments and banks. The plan was to bring the 2,000-odd private security personnel in the city under the control of the police.
RECOGNISED MANPOWER AGENCY
The City police plan to constitute a body of recognized manpower recruiting agencies to tackle the increasing number of visa cheating cases.

Kozhikode City have launched ‘Operation Monsoon' to prevent criminal activities. This venture would focus on preventing thefts and reducing the accident rate on city roads. The police have been successful in nabbing several anti-social elements and drug dealers recently and have made major breakthrough in the crackdown on burglars. The recently-formed City Shadows, aimed at curbing property crimes and strengthening intelligence gathering, would cooperate with the special squads of Operation Monsoon. Shri. A.P.Shaukathali, Assistant Commissioner of Police (Control Room) is in charge of Operation Monsoon. Nine flying squads, a highway patrol and mobile patrol from each of the 15 police stations, would function round the clock during the monsoon.Campaigns to create awareness of traffic rules and regulations would be launched at educational institutions, particularly in schools. Pamphlets would be distributed to motorists on maintaining their vehicles such as lights and wipers. The police have also made arrangements to serve black coffee to drivers of vehicles during night hours. Two stalls would function on the National Highways on Kannur road and Wayanad road from 1 a.m. to 4 a.m.Residents are requested to take protective steps against burglaries at houses, personal safety and vehicle thefts. They are also requested to keep at least one bulb burning outside their home at night. Doors and windows should be kept locked.
INTER-STATE ROBBERY GANG LEADER AND SON HELD
Nadakkave Police apprehended the leader of an inter-state robbery gang and his son on Friday (04-07-10). Sundaram, 50 yrs, from Peelamedu, Coimbatore and his son Raja, 27 yrs, were caught by the police team led by Nadakkavu CI Jaison K Abraham. They are the accused in various theft cases in Kerala, Karnataka and Goa. They are also involved in 12 other theft cases reported recently. In 2005, they have been accused in 60 theft cases and was caught several times in different cases in Palakkad and Thrissur.
RAIDS PART OF A STATE-WIDE SEARCH OPERATION BY THE POLICE
Kozhikode City police conducted massive raids on the offices of the Popular Front of India (PFI), its political arm, the Social Democratic Party of India (SDPI), houses of their activists and suspected locations in the district on Tuesday (13-7-10). P. Vijayan, Commissioner of Police, Kozhikode city, led the raids at the State committee office (Unity House) of the PFI, located near Mavoor Road in the city. Documents, pamphlets and compact discs were seized from the office. The raids which began at 1 p.m. continued late into the evening.
